Governor Douglas Announces Winooski Grant Award

Three-quarters of a Million Dollars Will Help Veterans’ Housing Project

WINOOSKI, Vt. – March 6, 2009 – (RealEstateRama) — Governor Jim Douglas has announced the award of a $746,000 Community Development Block Grant to the City of Winooski to build the first transitional housing project for homeless veterans in Chittenden County at a ceremony at City Hall in Winooski. The Vermont Community Development Program grant award will be subgranted to the Committee on Temporary Shelter (COTS) and Housing Vermont (HVT).

“This is an important investment in assisting the men and women who have served our nation, and who now require our help in a time of need,” Governor Douglas said. “In addition, the construction will help put other Vermonters to work, further stimulating our economy.”

The new 30-unit project will include transitional and permanent housing in downtown Winooski and will be built on a vacant industrial infill site on West Canal Street in the city’s Designated Downtown. The site is within a quarter mile of the newly revitalized downtown and its civic and business services, public transportation, schools, shopping, and recreation opportunities.

The 17 units of transitional housing will provide shelter for as many as 20 homeless veterans who will move there directly from emergency shelters and stay for up to 24 months, and one of these units will be for a resident manager. Another 13 permanent efficiency units will be built for individual occupancy. Six units will be fully handicapped accessible and the remaining 24 will be adaptable.

COTS and Housing Vermont will be the general partners and co-developers of the nearly $5.7 million project, with COTS creating the social service programs for residents based on their expertise and Housing Vermont taking the lead on the development, financing and construction.

“These grants are important because they leverage other financial resources and help address critical needs in our communities,” the Governor said. “Community Development Block Grants fund housing and economic development projects, which is why having this program in our Agency of Commerce and Community Development is so critical.”

The Agency awards the competitive grants based on recommendations of the Vermont Community Development Board and with the approval of Commerce and Community Development Secretary Kevin Dorn.
